President Bush signed the Homeland
Security Act of 2002 creating the Department of Homeland Security on Nov.
25, 2002. The new department combines all or parts of 22 existing federal
agencies and employs some 170,000 workers. It also represents the largest
reorganization of the U.S. Government since President Truman created the
Department of Defense in 1947. Full organization and functionality of this
